Nortel Networks Limited has an issued patent that is believed may pertain to
at least a portion of IETF RFC 3209:

Nortel Networks U.S. Patent No. 5,848,055 entitled "Bandwidth correlation
means for paths in connection-oriented packet switching networks", may
contain claims that are believed may be necessary for practicing the
resulting IETF Standard. In this regard, Nortel Networks will make available
licenses on fair, reasonable, reciprocal, and non-discriminatory terms,
including royalties and/or other payments, to such necessary claims it owns
for the purposes of complying with such resulting IETF Standard.
